    As far as I know WOT doesn't rate sites. Only those who have accounts.

    Wow trolls then can post on dangerous sites with new accounts over and over again saying its safe

    Sites are not rated by WOT themselves, they put in stuff from third-party sources that could change it's color, and the WOT community rates sites.
