Most likely
The website in question is redirecting to a malicious one.
Because it is a blogspot domain it automatically (unless manually rated) gets an excellent rating. Because the parent domain, blogspot.com is excellent. :)
Do you have no-script? If you do, forbid scripts on blogspot.com, and see if you receive a warning from WOT when you access clipart-for-free.
But if the website is actually dangerous... Be careful, I would recommend visiting it in Sandboxie; http://www.sandboxie.com/ -

re: WOTs Mixed Messages!
Once there I immediately received a WOT warning although the WOT icon was green!
I did not.
We have different Warning Level settings; mine are customized. Also, it may be that you have rated this page (blogspot sub-domain), hence the warning. You might want to check your own ratings.WOT does not change a site's reputation rating for any links it may have to other sites, good or bad. WOT does not "blend" multiple site ratings into one as an "average."
The ratings are what they are.
Just because no comments have been left doesn't mean the site hasn't been rated, it just means that those who did rate it, did so privately and left no comment. Remember comments are not ratings and do not effect the ratings given, they are merely opinions. If you visit a site and have acquired experience with it good or bad, rate it, and it does help to leave a comment so that other WOT users have something for reference.
As for Chrome, you can install WOT as a bookmarklet, as referenced and instructed in the How to Geek article.

Re: Mixed messages
I immediately received a WOT warning although the WOT icon was green
This confusion probably comes from the fact that the WOT toolbar button always shows the reputation rating for the trustworthiness component, while warnings may be triggered by any of the rating components, depending on your warning settings.

WOTs Mixed Messages!
I have used WOT for over a year and have become dependent on it. However, the rating feature on a few sites have left me baffled.
For example, I was using Chrome, which does not use addons such as WOT, when I came across this site: http://clipart-for-free.blogspot.com/ , for clip arts. I transferred to FireFox because I wanted to see WOT's rating before using the clip arts. Once there I immediately received a WOT warning although the WOT icon was green!
I checked further looking for an answer to this duplicitous rating and became more confused. Trustworthiness was green while the other ratings were yellow. There were also 2 comments, both indicating the site is listed in Diggs! That is all both comments read.
I have also come across a website a with a red WOT warning. However, the scorecard would have 1 yellow reputation rating and all the others would
