Actually not. It's more like a polite reminder,
when WOT responds 'Oops! You forgot to rate...'It's usually a good idea to rate and comment.
But you can choose only one of the options, if you want:You can rate but not comment (most people do this)
or
You can comment but not rate (but you still have to choose a category, though).
And if you're not sure about the category, consider 'other'..."I'm new here."

Just a note to add.
WOT's function is to rate websites, if you do not know what rating you should give, close the Scorecard.Comments provide more information, but do not affect ratings.
Comments were not originally intended to exist and were included based upon user feedback in the early stages of WOT testing. For more detailed commentary concerning comments, please refer to this blog post:

How About a New Ratings Option? IDK
I most often have little or no experience in dealing with a given website, as most often I'm just a first time visitor. Yet sometimes I feel compelled to make some comment on it, and in doing so I am required to rate the website.
Given my limited experience in dealing with them I have no basis to rate them for the given rating selections. There should be a neutral option of IDK (I don't know), I'm new here.
I might have a few more suggestions too, but one thing at a time. :-)
