Nothing to do with ratings!
Comments have absolutely no impact on ratings. The number of comments, or lack thereof, are NOT a measure of how many people have rated a site, or how it's been rated
You will find green comments on red rated sites, red comments on green rated sites, and as you observed NO comments at all.
Sami probably has a cut and paste line, but as far as I remember, it goes like this: People who leave comments are generally those that feel strongly about a particular site.
You are free to leave a comment, OR NOT. Some people rate and DO NOT leave a comment.

We understand that the scorecard is still a bit confusing, probably because comment categories are displayed way too prominently next to the reputation rating, even though they have nothing to do with the reputation. We are planning on addressing this in future and make it more obvious that comments don't affect the reputation in any way.
POOR REPUTATION WEBSITES
I suppose I could have waited until I compiled a list of websites and open a topic for each of them in the Comment on Websites board and perhaps later I will. But for now I will simply ask a general question that applies to all of these particular websites.
I have come across too many websites which have been labeled with WARNING: This Site Has A Poor Reputation, but they do not have a single negative comment. Some do not have comments at all. None, nada. The page only shows low ratings. The most recent was Buzz99.com which I reached through a link in SlickDeals.
After getting the Warning page, as usual, I clicked to read WOT's ratings and comments about this site. Every category had a RED circle. Wow, I thought. I do not usually come across a website totally in the red like this. Then I checked the comments. Only 1 was available: "Mentioned in Diggs."
I have learned to read the comments when a WARNING appears over a website. I want to know if the website is safe enough just to read. It was through reading these ratings and comments that have made me somewhat suspicious of WOT's rating system.
I am beginning to wonder if all the websites with green circles are safe!
