The rating in your first picture would be a LOWER rating then the one in your second picture. The first rating looks more like a rating of 80/100 while the second looks more like a 100/100.
So to answer your question, yes a rating position matters. :) -

Finetuning
To compare: Siteadvisor only offers two colours: red and green. Wot offers a span of 5 hues, with red and green as extremes. On top of that you can finetune your rating inside a colour; like, red can be more or less red...
By the way, WOT has two greens; one for 'good', the next for 'excellent'...

ratings question
does the position of my rating matter?
for example, would http://i42.tinypic.com/e6xi80.jpg
be a lower rating than http://i42.tinypic.com/qrhr1s.jpg ?
i've never been sure about this, maybe i missed reading it in the FAQ.
