    It doesn't connect.

It doesn't connect. Firefox's statusbar says "Connecting to 10.1.8.3..." and stops there.

Used to be your company's website? It's in the reserved private IPv4 address space.

      Yep, something like a

Yep, something like a database. I don't quite understand the Wiki page, does this mean the address is locked for private use?

        Re: Yep, something like a

It means the address is reserved for private networks and isn't used in the public Internet. Therefore, any website hosted on the address isn't available outside the company's network.

Class "A" private network block. You can only use it "internally"

Does this mean that the IP

Does this mean that the IP address is blocked? Surely not, the company hasn't changed the address yet.

I wanted to give the address a green rating but when the diamond was dragged to green, they said "Your rating differs. Leave a comment?" Usually this means that the rating range for that site is not (green). When I dragged the bar to red, it was perfectly alright and no prompts.

        re: block

A block is a range... like building blocks, but with numbers instead:
10.0.0.0 - 10.255.255.255 is the "block" and contains all IP within the range

When you save your ratings, then change it you'll get the "ratings differ, care to comment?" notice.
