In all cases where the customer is shipping to a state or country that is different from their billing address for their credit card we ask for proof that the order is coming from the card holder. One way is to fax or mail a copy of the back of the credit card to us. We also have online verification available as well. Considering the number of stolen credit cards and the number of security breaches we feel this is a reasonable request when a customer asks use to ship to an address that is different from their billing address. Most of the time we are able to manually approve such orders without ever contacting the customer. In this situation we can't give the details but suffice it to say if we were asking for proof the customer was the legitimate card holder beyond our normal review, there were reasons for us to be concerned. In our 12 years of being online this is the only time we know of that a customer felt we should be "punished" for verifying an order.
