I'm an eBay newbie but so far the experiences have been good ones whether they were with dealers or private individuals. The key seems to be using common sense while reading feedback, shipping costs and product descriptions in detail.Good return policies and asking sellers questions is crucial!
you cannot trust ebays advertised "ratings." policies are designed to prevent "power sellers" from getting any negative feedback. seller sent less than was purchased and ebay's practices protected him from complaint. ebay acted with evident forethought.
Be smart, sometimes their could be scam offers, and at other times their are people who wish to meet you in person to get the item they bought. ebay even warns users not to trust these people so it's not ebay's fault. It's the most used online shopping site and my most recommended, just be smart...

Great place to buy and sell, you just have to be aware of who are you buying from, don't be afraid to ask question, and always do backround checks and feedback checks. Being prepared always keeps you out of trouble. I never had a bad experience buying or selling! =]
