This site isn't connected in any way with steampowered.com, its not any scam or anything its just a different site with the name steam.
This site isn't "fake" in the slightest, and there's no way to phish because it has nowhere to input an ounce of information. The person who owns it just won't give it to Valve, so it's just sitting there.
Guys, this has been here before "Steam", the service. I think the webmasters should include that information, but it seems that they have soft-parked the domain.
Uh, I am not sure where all the phishing accusations come from as the site is plain html, isn't attempting to sell anything, and has been registered to the same person since well before most people knew what the internet was.
