Is scotlandspeople.gov.uk Safe?

I haven't rated, it is a safe site to visit, but misleading. For instance, all the data contained on the site has been made available through the Scottish Archive which is paid for by the tax payer. You can search the data, yet you are not allow to view any data unless you are prepared to pay. I understand they have bills and wages to pay, but they are using data collected from the tax payer, paid for by the tax payer, therefore it should be free to the tax payer. History should not be restricted to those that have the ability to pay, and should be free and accessible to all. That's just my personal opinion (and rant). The site is a safe site to use though.
