Is alltackle.com Safe?

Purchased a box of fishing hooks on ***** and never received shipment. Payment from paypal was accepted and my account charged. One month later, I initiated a phone call to find out why. "it has been back ordered". Still no shipment during the month of Oct. Called again in Nov and cancelled the order, They assured me they would credit my paypal account. Three phone calls later, and each time they would always always agree to credit my account, but it is now Dec, 17, 20012 and they still have not accredited my account. They have a policy of taking plastic monies even if they do not have product in stock. They will not informed you of why shipment has not been made. When it has been determined a product has been discontinued, they still will not refund your purchase although they will promise to do so; the problem being is that they are long on promises and with no follow up. I would strongly recommend not to have dealings with this site as they are totally untrustworthy.
