It can be annoying when a website is incorrectly blocked, but it does what it's supposed to: block websites. Fortunately, you can report incorrect blocks.

This site should normally only appear if you have your Internet settings set to use OpenDNS as your DNS server, and configured for web filtering.
If you do not agree with a site being blocked, be aware that OpenDNS has a Domain Tagging service at hxxps://www.opendns.com/community/domaintagging/ where you can vote for sites to be blocked or not.

block.opendns.com is nothing more than a page that indicates that your intended target URL has been blocked by the OpenDNS content filter. Typically, this isn't a site that would appear without you having voluntarily chosen to use the OpenDNS service. For those rating it malware or otherwise negatively, remove the OpenDNS DNS servers from your network settings or router and move on.
