Is clotheslinejournal.com Safe?

URL redirected to a "microsoft.in" from a link at Wikipedia. A pop-up dialog appeared, stating that I should click another link and/or call a number that was provided. I clicked the close box in the dialog, and the pop-up reappeared. I then clicked the OK button, and it reappeared. I couldn't switch away from that page. I brought up the Windows Task Manager, and began ending various Chrome processes, hoping to kill just that page. After a few iterations, Chrome replaced that page with a 'crashed page' template and reported that it had run out of memory. I could then close that page and quit Chrome. phew.... Anyway, obviously phishing by representing as Microsoft, and probably malware because of the inability to quit the page and the memory exhaustion issue.
