Hao123 is a directory portal with a lot of partners that displays content in their pages. I think they need to put more own content, but some services they offer are different from the market and its well to use. About malware, I think the people do not uncheck installation checkboxes to do not install Hao123 Toolbar and, because this, the company receive bad ratings for someones. Another thing is the language, the ocidental world has prejudgement about languages their do not understand.
