Is mobilemoneycode.com Safe?

Spamvertised via 3rd party site like http://www.hypertracker.com/go/account/create/?email=<your email address> Switch off JScript to avoid nag messages when leaving the page "asking to to confirm that you want to leave the page..." passing through to a lot of click trackers/ads. Each call is a subscribtion to an other fraud with your email address including facbook calls with like.php...Mobile-Money-Code. Using iframe technics. Also involved ***** ***** ***** ***** *****

Someone filled out a form on one of my sites going into confusing detail about how poor the SEO was there, then included to a link to a site at Seo Optimization Guide .com (spaces are deliberate to keep the link from being live) that supposedly had a WordPress plugin to fix the SEO. There's a problem with that: my site doesn't use WordPress and they should have known that just from the URL (it's a subdomain on Weebly.com). The other problem is, when I went to the site mainly to rate it here it redirected to this "mobile money code" one, which has a WOT warning on it. I'm adding my rating anyway and have included the original link above so people can see it isn't just "mobile money code" that's spamming.
