All the evidence I can find shows that Scott D Smith is a spammer - for example, registering fake user accounts on multiple unused wikis on behalf of a client in order to increase Google presence and link juice. There are several discussions of his practices out there, and all of them seem to come to the same conclusion. It doesn't help that the customer he's working hardest on behalf of right now is malicious quack Errol Denton, who makes bogus claims of racism to try to suppress legitimate criticism.
