Involved in the spreading of an huge quantity of UCE/UBE messages. This domain is infected (or NATting for a computer that is infected) with a spam-sending infection. In other words, it's participating in a botnet.

This ISP is an example of a lackadaisical, unprofessional and corrupt business that has a widespread effect upon so many people. There are not enough fingers to stop the spam spewing out of this ISP even though their state exerts great effort to censor online news and users.
