This is a Proofpoint website with a link to the White House Cyber Security and Consumer Protection Summit. It was forwarded to me by Proofpoint and I had no issues with visiting the site.

Anti-spam / phishing solution. Any questionable links people experience are likely from the URL Rewriting feature, which attempts to fight phishing based on altered URLs.
