This infection has persisted through a Firefox upgrade. I have been unable to remove it using Malware bytes, Junkware removal tool or AdwCleaner

They have just hijacked my sister's web browser and I've needed to find a tutorial to get rid of it, since it would persistently appear as her homepage even though she tried to change the settings time and again. This site is dangerous, stay away from it!

Not only changes homepage and searching engine. It changes the default settings, so even if you click "restore to default" it changes to v9.com. That is malware.

I opened a new tab in browser Google Chrome then I got a WOT warning, I opened it anyway and got the Google search window where there were two engines to search with. One radio button was V9 and was ticked, the other was Google. Thanks to WOT's warning I unchecked V9 and checked the Google radio button.
It appears that Google has been exploited.

Удалите приложение NewTab. Оно установлено в Program_Files, у вас оно может называться по-другому, ориентируйтесь на время установки Foxitreader.
Удалите плагин ProxyTool (имя автора начинается на V9...) из браузеров. Название плагина тоже может отличаться.
