Don't download any files at this site,it has may viruses,
My Microsoft Security Essentials & BitDefender have scanned my file that i downloaded in that site and IT HAS A TROJAN!!!!!

This is just one of the so-called warez-sites where you have to pay attention on 2 important things before consider them "bad":
1 - There are only external links provided, legal or not, but nothing illegal neither malware found on this site itself!
2 - Not all links are warez-related, see e.g. wallpaper packs, freeware etc.
Conclusion: this webmaster plays it safe like all the rest: clean website, just some doubtful links, that's all. You cannot blame this webmaster for providing illegal content for he/she is just providing links and gets sponsored too.
