Is www.pelauts.com Safe?

This site is a mess, and I am not sure whether it is a genuine site that has been extensively hacked by criminals or is basically run by scoundrels to start with. The prominent DCMA Policy statement implies strongly to me that the site owners are fully responsible for this site's nefarious content and are seeking to threaten anyone who draws attention to their copyright infringements and other untoward activities. Anyway, it has pages and indeed folders that are devoted to image scraping - that is, using stolen copyright images, including ones of my own, which are hotlinked from the source sites without any link to the actual source page. Anyone who visits this site is in considerable danger of getting malware loaded onto their computer or / and getting redirected to other sites that would give them malware and maybe serve up porn, scam content or other unsuitable material.
