The site is a humorous site dedicated to satirizing the spam/scam sites that you would normally see on the Internet. It is like tinyurl, but it makes the 'shortened' link very suspicious, similar to many spam/scam sites would do. It links to shadyurl.com, which is the base site, while 5z8.info is the spoof site for the links.

A lot of people fell for the trick this site trades in, namely making any old link look dangerous. It is only as dangerous as any site like tinyurl and the trust should come from the person sending the link.

this site is actually a pretty funny site, I don't see why people rated it so poorly.... well yes I do but it just redirects you to shadyurl.com, which is like tinyurl.com, but it makes your links look suspicious :D

The domain 5z8.info, registered through NEW DREAM NETWORK, LLC is listed on at least two SPAM blacklists as of today. This does not necessarily indicate that they are guilty of sending SPAM, merely that the server that their IP address is associated to was confirmed by at least 2 sources to be a gateway for SPAM. This leads us to recommend caution on this server as it is possible that if it is compromised for SPAM, other data could be compromised.
