Is bestbuyrdp.com Safe?

I inquired about purchasing a San Diego RDP with a clean residential IP from BestBuyRDP.com. They quoted me a price of $60 per month, and after making payment, I received a Miami, Florida RDP that had already been blacklisted. I informed the admin of the issue and was told that the IP had been fixed, but upon checking, I found out that they had simply swapped it with a proxy address in Rio, Nevada, which was also blacklisted. When I brought this to their attention, the admin insisted that it was a clean San Diego IP, even though it was obvious that it wasn't. I requested a refund of my payment, but they asked for a day to set up a real San Diego IP, claiming that their facility was in San Diego, California. I believed they were lying and would provide another blacklisted IP, so I asked them to cancel my order and refund my payment. Since then, I have not heard from them until today when I messaged them, accusing them of being scammers. They replied that the payment I made was non-refundable. Unfortunately, I lost my money to this scam and would caution anyone interested in buying a good RDP to avoid BestBuyRDP.com.
