They host various botnets, scanners and other illegal stuff. But when you try to contact them, they give you an excuse that they do not control their customers and they servers, so you have to find your own way to pursue the offender and ask to stop their illegal activity. Yeah, right.

I've just been on the receiving end of a noticeable denial of service attack, if it wasn't for the fact I've taken precautions for such things, it would of slowed my network to a crawl or taken it offline.
Two IPs (89.248.171.63 & 89.248.172.53) did most of the flooding according to my logs. One does resolve to ecatel.net the other, was another site on on their hosting. Based on the other comments here it almost seems pointless trying to send in an abuse email, if they are "allowed" to do this crap in their country.

Yep, a rogue / corrupt / bullet proof ISP sustaining cybercriminals. The most interesting fact is it has no website (as of 3 dec. 2009) although it hosts a huge amount of websites on it`s servers / IPs. Definitely an illegal ISP who deserves a takedown.
