The program itself isn't a virus and it seems to work well. However, the download is from softsea.com, which has a yellow icon for trustworthiness and child safety. The biggest issue being malware or viruses. It also doesn't have a verified publisher, so it really could be anyone. But this program itself seems safe. I scanned the URL and the EXE file at virustotal.com, and it seems to be mostly safe.
