Is kolkozy.com Safe?

Please read the entire comment before ordering from this website: I found good reviews on Etsy about this retailer, but what I did not know that they go under the name "Palas fashion" too, which I believe is their original name. I ordered two dresses for an occasion a month ahead through the website based on Etsy's reviews. when I paid "they use paypal through their website" the payment was made for "palas fashion" not kolkozy, and it was that moment when I knew they were the same company. That was not a big of a deal, but palas fashion had some negative reviews (which explains why the name was changed, and palas fashion store on Etsy was closed), and it was a bit late to know such information since I already placed the order, so I just hoped those reviews were just individual cases. I paid extra for expedite shipping through Fedex, and I got the dresses after 3 weeks (1 week before the occasion I ordered the dresses for) . To be honest, I would never pay $300 for dresses of this quality. The material and the hand work were really flimsy, cheap and not worth the price AT ALL! I freaked out since I was relying on these dresses , and I made the mistake of not sending a return request until day #7. they replied to me that they will not refund and offered 5% off my next purchase, I kept going back and forth for about 2 weeks until they agreed on a return and a full refund. When I first ordered they would reply within hours, but after I requested a return and refund, I had to send more than once to get a reply. For a return, they have to send a return authorization number, I emailed them to get it, that's when they stopped replying at all! I did not have their address either and sent few emails asking for the exact address and got no reply. so I went to fedex and used palas fashion's address, paid a big chunk of money, and sent the package back. A few days later, checking the package status, it said the recipient refused to receive it. I emailed them again, no answer. I had no choice but trying their whatsapp customer service number. the one who texted me was very rude, he claimed that because I listed the actual value of the garments ( I did not get a reciept with the package) on fedex form when I sent the package back, they have to pay customes fee (around $113), I ended up agreeing on deducting the customes fee from the refund and they agreed immediately and refunded the rest. Today I got a bill from fedex, the company (kolkozy or palas fashion) re-billed the customes fee to me, so they took the money, and now I have to pay it again! This is the worst online shopping experience I've ever had. Do not let the good reviews on Etsy decieve you!!
