Is panelbase.net Safe?

Getting rather fed up of answering surveys then - after spending 10+minutes answering 50-odd questions - being told I'm not suitable; sounds to me like they're dangling the carrot of offering money, then getting the answers they want without paying up, e.g: the latest survey involving a company called 'Qubiq': "The survey lasts approximately 15-20 minutes. This is a product test survey so you may be asked to test a product. If you refuse you will be exited from the survey, however you will be rewarded with 75p for you partial participation. This survey is closing soon and upon successful completion, your panelbase.net account will be credited with £1.50." You have been warned!
