Not sure why a university-sponsored center for studies on criminal policy and other related research is rated as untrustworthy, but that's the problem with relying on WOT as anything other than a phishing filter...

popcenter.org is a trustworthy site associated with the non-profit organization called Center for Poblem-Oriented Policing, and powered by the University of Albany, New York. The POP Center web site provides innovative interactive learning modules, information, curriculum guides, teaching aides, problem analysis tools about how to effectively address specific crime and disorder problems, as well as POP guides and other POP publications that have been distributed by the U.S. Department of Justice Office of Community Oriented Policing Services (COPS Office) to individuals and agencies throughout the world. POP Center materials are also widely used in police training and college courses.
