It's a site offering you to download so called Scareware software. Once downloaded, this software reports hundreds of fictious errors which it can "fix" for you if you pay them $9.99 dollars. I have tested their software on a clean Windows XP virtual machine and it reported 120 "errors" (on a freshly installed Windows). The site itself also has fake awards, fake rewiews and fake security certificates (which is very easy to check). It has fake ratings on various reputable sites and I'm surprised they haven't given fake WOT reviews yet.
Beware of smarttweak, its a fraudulent website. They sell you trash, and you'll never get a refund. Paypal buyer protection doesn't apply to fraudulent software.
The thief (smarttweak.org/.com/.net) keeps changing to different domain extensions to restart with a clean, unknown reputation, but they're all one and the same. You can see their reds and warnings, just visit http://www.mywot.com/en/scorecard/smarttweak.org, or with its previous extensions.
