Is socialeum.com Safe?

They promote on their website that they provide "worldwide" likes for your social media sites. I purchased a $150 pack that was for 5000 likes "worldwide". What I received was 5000 likes ONLY FROM MIDDLE EASTERN COUNTRIES. This is not world wide, this is from one particular part of the world. And if that is what they provide then they are misleading in their website by stating they provide "worldwide" likes. I sent them a very professional email asking about this stating that I have an animal rescue in the U.S. and having 5000 likes from the middle east is not going to help me find homes for the dogs I save in the U.S. The response I received from a lady called Mary Poppins was so negative and unprofessional. She was very defensive and said it was all my fault and stated that I should have contacted them and asked where the likes were coming from. I didn't ask because their website said "World Wide" likes, so I expected exactly what they advertised, not likes from ONLY MIDDLE EASTERN COUNTRIES. She was very rude and unprofessional and said that they would do nothing about it. And went on to state that world wide means from any country in the world.... Well I looked up the definition of the word "worldwide" and sent it to them. The definition states: Happening or existing in all parts of the world. Extended throughout or involving the ENTIRE world. If I had my rescue in the middle east then this would work but I don't or if they provided worldwide likes as they state, then maybe this would work too. They were very unprofessional and rude and very defensive as I assume they have gotten many similar complaints.
