Is uhaul.com Safe?

My email to Uhaul complaints. Today I purchased a trailer hitch from your Ina Road Tucson AZ store and tried to take it back to the store within the hour and was refused a refund. I rang the store earlier and spoke to Jeff at the store and was told he had one in stock and would hold it for me. I asked Jeff if I could return the hitch if not suitable and he said sure. He did not tell me there was a return fee or I would have waited for my mechanic to check for me. I found I did not need it so I returned it to the store and was told I could not return it unless I spoke to the manager Joshuau Varela. The manager said there was a $30 restock fee and I argued that I only picked it up 20 minutes ago. He said that was Uhaul policy and I was out of luck. He then started to examine the hitch and said the plastic was torn and I said that was how I got it 20 minutes ago and the slight tear in the wrapper was no longer than an inch and it was only the wrapper. He ripped the wrapper off and said " you can't get a refund on it now, it's opened". I feel I was a victim of the Manager having a bad day. I told him that I will now take it to the AZ Small Claims court next week if that's my only recourse.
