The Universal Life Church doesn't charge for ordainment. Anyone can be legally ordained without making any payment or giving any payment-related information, and are sent a certificate and basic information about the church at no charge. The site does offer duplicate certificates, literature, and theology courses in return for payment, but this is not required for one to be ordained and sign legally binding marriage certificates. There are other breakaway groups and organizations attempting to copy to format of the ULC, but I cannot attest to their credibility. The ULC has been straightforward in all my dealings with them thus-far and I see no indications of attempted fraud.
