The site and its offered software are all safe. The Chrome extension is still in beta so the hosted proxies often glitch up. The proxy that the Chrome extension connects you to has already had its cover blown. Many security agencies and network providers already know that the offered proxy is a popular proxy server.
Also, the desktop client was extremely disappointing because my IP and other relevant network information were all leaked when I tested its available servers on dnsleaktest.com. UltraSurf really needs to work on its encryption!

Trend Micro blocks it as a dangerous site, but I have a friend who uses it very well, and has encountered no problems thus far. I'll say it's a safe piece of software to use.

Be careful with Ultrasurf. My antivirus software (ESET NOD32) came up with a warning saying this file is not safe and I immediately cleaned it from my system. I trust my antivirus software completely and never get false warnings so this looks like a bad deal.
