A good friend hosts his company sites at gogrid.com. I don't know how it was in 2009, but they have a strict usage policy in regards to outgoing email period, much less spamming. They claim to closely monitor suspected spammers in their systems, so perhaps they have learned from past mistakes.

huge spam operation lives here - complete with identity harvesters/fake removal links
unfortunately, gogrid doesn't respond to reports of abuse - leaving only one conclusion - that they are complicit in the behavior coming from their IP space.
