It was just configured wrong. It is the Canadian National Do Not Call Registry. There is nothing dangerous about this site.
However, this link is being used in chain letters such as the following someone just forwarded to me today:
REMEMBER: Cell Phone Numbers Go Public this month.
REMINDER..... all cell phone numbers are being released to
telemarketing companies and you will start to receive sales calls.
.... YOU WILL BE CHARGED FOR THESE CALLS

It is the National DO NOT CALL list It will only take a minute of your
time.. It blocks your number for five (5) years.
HELP OTHERS BY PASSING THIS ON ..It takes about 20 seconds.
I informed the sender that this was false even though the site is valid and government run.
Probably the original creator of the email was just to get a list of valid emails to spam .. this is why you should never forward emails like this and should always verify by going to ***** and mcAfee Siteadvisor and WOT.
Summery of my long spiel: Site is valid and safe and allows people to put their home phone on the Do Not Call Registry in Canada.
