Great site, lots of information, just a little awkward and it doesn't seem trustworthy for a .gov

The site has lots of good information- but the home page royally sucks.It is nearly blank and has little of use. Who designed it?
It would be best to bookmark the nagivation page instead- which has the truly useful stuff on it.
