These unsolicited messages are sent through a variety of different domains, all registered to El Farouk, with the domain used typically changing every few days. Continuous switching of domains is a common spammer tactic to avoid filtering, so it must be assumed that El Farouk is well aware that their messages are unsolicited and unwelcome, and are trying to dodge filtering any way that they can. Addresses to which these unsolicited messages are sent include addresses owned by non-Egyptians, so these can not be described as 'targeted' mailings.
