Data-scraping spammers. They convince people to add their data-harvesting beacon on their site, then use the collected data to spam more potential users.

I wouldn't allow it to run.It is true that unless you go through extra hoops you always are going to be displaying your true IP address. It is kind of like phones need phone numbers in order to make calls. What this one does is market to IPs of people that visit sites- even if they don't interact with them. That makes it IMO creepy. When will we be safe from marketing and Big Brother? Will they start beaming commercials into our dreams next?

This site promotes a service for businesses to track visitors by IP address. As it only works to a fixed IP it only provides limited data, which is all on public record.
