It's one of those "clicking games" where you start out with a city, and each person can make one improvement to it per day. Since more people clicking your myminicity link means a bigger, nicer city, the site clearly encourages linkspamming in other forums, blogs, websites etc.

Edit: If you have a MiniCity/Miniville, there are some "click exchange" engines that you can use to build your city without spamming everywhere.
