outlook.live.comは安全ですか？

Using hotmail address which is constantly full of spam sometimes totalling over 50 per day which can't be blocked. At times it has reached well over 100 shady emails offering rewards, horoscopes, dubious emails regarding insurance such as Bidencare , AHS and Vivint, Costco, KFC and other reputable organisations as well as frustrating health surveys and medications. The spam comes with links to sites that are full of malware, PUPs and risks to privacy so really unable to unsubscribe. Thhe scammy emails cannot be blocked. Microsoft/outlook team suggested blocking the senders or setting up a rule but the senders are spoofed and blocking them simply does not work. The emails themselves are scammy or outright phishing and in my opinion are causing reputational damage to Outlook especially as Outlook will not act to stop the emails.
