phonenumberscan.comは安全ですか？

I used this service to try to get the name of someone who was calling me repeatedly. When I searched phonenumberscan.com, the results page said the name was available, but I had to pay $19.95 to obtain the information. So, I did. Once the payment went through, I re-logged in, and pulled up the number again, and in the name field, it simply said 'pending'. I waited two or three days, then tried again, and got the same 'pending' result. I emailed this company and explained my issue, but got no response. I tried once again, and still got nothing. I emailed them a third time to tell them that I was doing a chargeback because they failed to provide the service they charged me for, and still got no response (and the name field was still 'pending'). A complete ripoff.
