to.ly/9FLo was the full name used in spam. The responsible domain appears to be otcstockpicks.info. Domain to.ly however does not appear to be responsible, but the Shortening services were abused. To be fair I rated up this domain.

It's just a URL shortener, you can report abuse if the redirects are unsafe to childs or whatever (http://to.ly/contact.php) don't scream allright xD

The service is public shortening service. All urls are checked against the spam url database and google safebrowsing api.
