Site owner is hostile about setting up a privacy policy to comply with Google Analytics TOS. He also says it is for "fraud prevention" so I suggest it is being used in breach of another TOS term too.

The site does exactly what it says and it works. I have had no problems with these people. The people her also run Phantom Peer VPN. They have some start up issues there but they are taking care of them one at time. Good People. If Phantom Peer dose what it say, we need something like this in this day and time of spying on people and such. IBlocklist... Good People...

The owner, Christopher Fakhir is a bit pompous but delivers a good product.

Lists used by several IP-blocking programs, like PeerBlock or pfBlocker. The blocked IP's are IP's known for spamming, malware distribution, spying (governmental) and so forth. Great site and great lists.
On the other hand the list also blocks IP's directing to Steam and other programs using the internet.
