This ISP seems to live to spam. Every day, I receive multiple 419 (Nigerian) scams sent through them. The account for about 80% of the spam I receive. Every spam message is reported through spamcop, but the reports seem to be ignored as the spam keeps coming. Check for yourself: do a search on "ocn.ne.jp spam" or "ocn.ad.jp spam" and you will see page after page of people complaining about all the spam they receive from OCN.

Involved in the spreading of an huge quantity of UCE/UBE messages. This IP is infected (or NATting for a computer that is infected) with a spam-sending infection. In other words, it's participating in a botnet. It was last detected at ***** 19:00 GMT (+/- 30 minutes)
