It costs nothing for them to claim that they review papers. An easy way to check: search for pages mentioning their domain that aren't IN that domain. I googled for sciencepublishinggroup.com -site:sciencepublishinggroup.com Top hit: ***** 2nd hit: ***** This one (December 5th, 2012) says: 2. Science Publishing Group is notable for two things: spam and possible trademark abuse. This publisher is currently unapologetically engaged in a massive spam campaign. They are spamming researchers all over the world soliciting manuscripts and editorial board applications. They may be harvesting email addresses themselves or they may be purchasing lists from companies that specialize in selling email addresses. The publisher unabashedly uses the logo for the Google Chrome browser as its logo. Do they think no one will notice? [People did. They've changed it.] Science Publishing Group has 52 brand-new journal titles, yet none has any content. It has four education titles, which is rare for a questionable publisher. How will the educational research community — one with many society publishers — respond to these journals? This publisher claims it’s located at 548 Fashion Avenue in New York, but I think that’s either a fake address or the address of a mail-forwarding agency.

Welcome to the new world of Open Access publishing. As long as there is correct peer review, I can see no reason to complain about a journal requesting payment for publishing (in return for the author(s) retaining a Creative Commons copyright, etc.) or their actively marketing via email lists. I wish no journal kept filling my mail box with such promotions, but ALL of them do it now -- even the most "conservative" journals.

Looks like a Fake Academic publishing spam/scam targeting email addresses of Universities around the world. No reputable publisher would do this. NEVER trust a spammer NEVER buy from spammers (High fraud risks) NEVER visit spammed web sites (High malware risks)
