This site does exactly what it says it does. The site ITSELF does NOT originate spam. That said, because it does do what it says so very well spammers use it to "shorten" - more like HIDE - the appearances of the URLs they are pointing people to for the spammers' own nefarious purposes.
At http://url2it.com/ it states quite clearly what its purpose is. Additionally, some other services it provides are listed there. While WOT red dots url2it, McAffee Site Advisor - http://www.siteadvisor.com/sites/url2it.com - finds no problems with it.
More importantly it is made abundantly clear on the main page of url2it.com what it's terms of use is and how to properly report their service being used by spammers:

Now, I feel that url2it should figure out a better way of putting some teeth in those statements. At this time, they only count how many times a site linked to through their service is visited within a day and disable it for that day (presumably) when a certain number is reached along with posting that e-mail address to report spammers. At least they are trying at this point which indicates that they are aware that a problem with spammers does exist. I think that if they aren't already, that they do need to try harder to monitor things so as to further reduce and/or eliminate the ability of spammers to use their service.
Lastly, I truly do wish that people would genuinely and carefully research things before they post a "Report" here in WOT! :|
