unclear whether they are italian, american or romanian - but who care? they go out of their way to move around and hide their spew from filters to improve deliverability to people who could never have requested to hear from them in the first place. (machine account requesting info from Dr Oz? really? with COI?)
network managers might be well served to bloack their entire sending range whole - 126.96.36.199/22 and move on

They provide a list of all their smtp server IP's. If everyone would block them, they would just go away... If they move IP's just block them again.
Blocking is free, moving servers to new IP numbers is not.
Just get your net admin to add them to the block list.
