(sometimes spammers change content/look, but its still a criminal scam site)

The problem is the URL is added by Fortinet at the top of spam emails. Automated systems are likely to pick it up as a spammy URL. It would be better if the Fortinet software blocked more definite spam rather than ask innocent people to decide whether it is spam.
