It's the LITERAL UNITED STATES GOVERNMENT. So yes, it is safe. The site itself is relatively well made, and houses a lot of good information from a reliable source (obviously).

The site is operated by one of the most untrustworthy and violent organisations in the world and contains misleading claims regarding some of its operation, the "customer experience" is the worst imaginable (both on a technical level and in regards to threat and other unethical practices by the organisations representatives)
The privacy situation is also the worst imaginable as the operators of this site is one of the least privacy respecting organisations in the world.
The site does probably not contain any malware or any other programs intended to harm the visitors computer.

I believe it is a good site, but it is very complex in that it has many different topics and the information contained on some of the pages may not be considered appropriate for children. But there is a section that is apparently for children http://kids.usa.gov/. I would be cautious about allowing children access to any other sub-domain.

fricken government shutdown is preventing me form filing a complaint against consumer fraud.

I cannot help but wonder why this site does "not meet minimum standards set by TRUSTe for data governance and privacy" with Truste, or approved by any other site rating service.
