You can get free web hosting here, with little restrictions. As with any host, people can host adult content or spam, but the hosting service itself is trustworthy.

This is a hosting site. You can host a website or a blog on fc2, and use them for anything. Adult content should have the 'adult' tag on it, and fc2 isn't responsible for a site they hosted you found spam on. I'm sure they try to stop that sort of thing. I trust them enough to host my blog, but you need to remember that a different user controls the content of their own page(s).
